CONTRACTOR/SECTION 3 OPPORTUNITIES

MHA has the following work items:

Interested Contractors must adhere the following guidelines in order to work for Monroe Housing Authority:

• Must carry General Liability ($1mill/$2mill), Workers Comp & Auto Liability ($500,000 minimum). Monroe Housing Authority must be listed as an “Additional Insured” on all policies.
• Davis Bacon Wage Rates: Davis Bacon wage rates apply to any project with over $2,000. Certified Payroll Reports must be submitted weekly.
• Section 3 Compliance: The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

• Advertisement for Bids: South Pointe III Roof Replacement
  Monroe Housing Authority is accepting bids for the South Pointe III Roof Replacement at 300 Harrison St., Monroe, LA. Submit proposals by 2 PM, August 12, 2025, at the MHA Boardroom. Email frugeh@monroeha.com for free electronic bidding documents. Requests for accommodations must be made 7 days before the bid date. Bidders should include disadvantaged small businesses where possible.
• Advertisement for Bids: Foster Heights HVAC Replacement
  Monroe Housing Authority will receive sealed bids for the Foster Heights HVAC Replacement. Bids will be accepted until 2:00 PM, May 13th, 2025, at the office of the Monroe Housing Authority in the Boardroom. Bids will be opened and read aloud at that time, and there will a be non-mandatory Pre-bid Meeting will be held at Foster Heights (800 Swayze St. Monroe, LA) Wednesday, April 30th, 2025 at 10:00 AM.
• Advertisement for Bids: Burg Jones Revitalization Project
  Sealed bids for the Burg Jones Revitalization Project will be received by the Monroe Housing Authority at Frances Tower, 300 Harrison Street, Monroe, LA, until 2:00 PM on February 6, 2025. Bid documents are available electronically at www.aeplans.com. A pre-bid conference will be held on January 24, 2025, at 10:00 AM at the Burg Jones Management Office. The Owner reserves the right to reject any and all bids.
• Advertisement for Bids for Roof Replacement at Central Maintenance
  Monroe Housing Authority will receive sealed bids for the replacement of the roof at Central Maintenance.
• Advertisement for bids on purchasing 4 maintenance trucks
  Monroe Housing Authority is seeking bids/quotes for the purchase of 4 maintenance trucks.
