The Monroe Housing Authority is proud to be recognized as a HUD Public Housing Assessment System (PHAS) High Performer, a distinction awarded by the U.S. Department of Housing and Urban Development (HUD) to public housing agencies that demonstrate outstanding performance in the management and operation of their public housing programs.
This designation reflects our ongoing commitment to providing safe, quality, and affordable housing while maintaining the highest standards of financial accountability, operational efficiency, and resident services.
What Does “High Performer” Mean?
The HUD Public Housing Assessment System (PHAS) evaluates housing authorities in key areas of performance, including:
- Physical condition of housing communities
- Financial management and stability
- Management operations
- Capital Fund Program performance
Housing authorities that achieve the required performance standards are designated as High Performers, recognizing their dedication to excellence and responsible stewardship of public resources.

Our Mission
The Monroe Housing Authority is founded on the belief that decent, safe, and affordable housing are central to the physical and emotional health, the productivity, and the self-esteem of the people it serves. Recognizing its responsibility to maintain physical properties, while affording dignity and respect to every individual, the objective of the Monroe Housing Authority is to improve the quality of life through a community partnership which promotes decent and safe neighborhoods.
Our Portfolio
Choosing where to live is one of the most important decisions you can make. Monroe Housing Authority owns and manages a diverse portfolio of housing solutions including properties for families, persons with disabilities, and retirees. These 3,802 housing choices include: 1,562 Housing Choice Vouchers; 1,522 Public Housing residences; and 718 LIHTC, 202s, and other mixed finance residences.
