Executive Director
William V. Smart has served as the Executive Director of the Housing Authority of the City of Monroe, Louisiana, since 2019. As Executive Director, William provides leadership and oversight for all of MHA’s programs which include a diverse portfolio of affordable housing stock and housing choice vouchers. William is also responsible for the oversight of the agency’s finances, policies and procedures, grant programs, and personnel management.
Prior to joining Monroe Housing Authority, William served as the Logistics Operations Manager for Brookshire’s Distribution. He possesses over 28 years of experience in business management and considerable expertise in the areas of operations, process improvement, quality control, human resources, team development, and compliance.
William earned his bachelor’s degree in Business from the University of Louisiana at Monroe. He is a member of the Monroe Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. and a member of New Light Missionary Baptist Church, where he serves as a Deacon and choir member. As a servant leader, William focusses on the growth and well-being of the people and the community, through his volunteerism and community outreach.
William currently serves on the following Boards: Louisiana Association of Affordable Housing Providers (LAAHP), St. Francis Medical Center, Monroe Chamber of Commerce, Bancorp South’s Corporate Community Advisory Council, and United Way Read Learn Succeed. His prior board services include Monroe Chamber of Commerce (President), Monroe Housing Authority’s Board of Commissioners, Properties for Retired and Family Living Board (President), St. Francis Hospital Foundation (Membership Council), Ouachita Council on Aging, The NOVA Workforce Institute, and the United Way for Northeast Louisiana.
